13 Tersangka Dugaan Korupsi RS Batua Diungkap, Begini Pernyataan Humas Polda Sulsel

Makassar, karebaindonesua.id – Ditreskrimsus Polda Sulsel memenuhi janji untuk mengumumkan tersangka dugaan korupsi pembangunan RS Batua. Berdasarkan rilis Polda, ada 13 orang tersangka yang mengakibatkan kerugian negara Rp20 miliar tersebut.

Mereka yang tersangka berinisial dr.AN, dr.SR, MA, FM, HS, MW, AS, Ir.MK, AIHS, AEH, Ir.DR, APR dan RP. Mereka ini terdiri dari Dinas Kesehatan Makassar (PA, KPA, PPK, PPTK, PPHP ), Pelaksana Rekanan, Pokja III ULP Kota Makassar, Konsultan dan Inspektur Pengawasan.

“Sebanyak 13 orang yang ditetapkan sebagai tersangka mereka dianggap telah melakukan perbuatan melanggar hukum yang menyebabkan kerugian negara,” kata Kabid Humas Polda Sulsel, E. Zulpan, Senin (2/8).

E .Zulpan menerangkan, para tersangka diduga melakukan tindak pidana korupsi pembangunan gedung Puskesmas Batua pada Dinas Kesehatan Kota Makassar yang dibiayai oleh APBD 2018 sebesar Rl25 miliar lebih.

Atas dasar itu, mereka dikenakan pasal sebagaimana dimaksud dalam pasal 2 ayat (1) Subs pasal 3 UU No .31 Tahun 1999 tentang pemberantasan Tinndak Pidana Korupsi sebagaimana telah diubah dengan UU No .20 tahun 2001 tentang perubahan atas UU No .31 tahun 1999 tentang pemberantasan Tindak Pidana Korupsi Jo 55 ayat (1) ke 1E KUHPidana .

E.Zulpan juga membeberkan modus operandi dalam kasus tersebut yaitu terjadi pengaturan pemenang lelang oleh Pokja III sehingga PT. SA menjadi pemenang lelang. Selain itu , PT. SA dan penerima sub kontrak AIHS melaksanakan pekerjaan tidak sesuai dengan kontrak atau spesifikasi dan membuat addendum kontrak yang tidak sesuai dengan mekanisme.

Lebih jauh, ia menyampaikan keterangan hasil ahli konstruksi yang menjelaskan bahwa dari hasil pemeriksaan dan pengujian di lapangan terhadap semua komponen bangunan bahwa mutu beton hampir keseluruhan sangat rendah atau kategori bangunan sangat jelek.

Selain itu, hasil investigatif audit BPK RI dalam rangka perhitungan kerugian keuangan negara daerah atas pekerjaan pembangunan Puskesmas Batua tahap 1 ditemukan kurang lebih Rp22 miliar dianggap total loss.

“Seluruh tersangka saat ini menjalani pemeriksaan , dan belum dilakukan penahanan,” ungkap Kabid Humas Polda Sulsel.
