Makassar, Karebaindonesia.id — DPRD Kota Makassar berencana akan melakukan sidak besama dengan Dinas Koperasi dan Usaha Mikro Kecil dan Menengah Makassar terkait adanya dugaan pungli di kawasan Kanrerong Karebosi Makassar.
Hal ini diutarakan anggota komisi B DPRD Kota Makassar, Nurul Hidayat. Nurul mengaku telah melakukan sejumlah koordinasi dengan dinas koperasi terkait dugaan tersebut.
“Kita nanti akan turun, intinya kalau tidak ada tindak lanjut dengan laporan ini,” ujar legislator Golkar tersebut.
Berdasarkan keterangannya dugaan pungli mencuat setelah adanya laporan sejumlah pedagang yang harus membayar sewa kios bervariatif hingga Rp 6-8 Juta pertahun kepada pengelola.
Keluhan tersebut mulai muncul ke permukaan karena jumlah tersebut dianggap sangat mahal mengingat kondisi pandemi ini menyebabkan pendapatan pedagang menurun.
Nurul menjelaskan bahwa semestinya lapak tersebut digratiskan sebagai konsekuensi penggantian lapak pedagang kaki lima di Jalan Sunu samping Masjid Al-Markaz saat Wali Kota dijabat Danny Pomanto.
Namun, kuat dugaan sewa lapak dilakukan setelah para pedagang yang mendapat kompensasi menyewakan lapaknya kepada pedagang lain sehingga hal ini kemudian mulai banyak dilakukan.
“Laporannya kan begitu, banyak awal mulanya pedagang ini yang sewakan, mulaimi banyak disewakan juga, tapi itu semestinya harus gratis,” ujar Nurul.
Sementara itu, Kepala Dinas Koperasi dan Usaha Mikro Kecil dan Menengah Makassar, Evi Aprialty mengatakan pihaknya masih melakukan sejumlah peninjauan tentang dugaan pengalihan kios tersebut.
Evi mengaku masih ada sejumlah lapak yang belum sepenuhnya diperiksa oleh Dinas Koperasi dan Usaha Mikro Kecil dan Menengah.
“Saya sudah lama menegur Kepala UPTD laporan-laporan tentang uang penyewaan, saya malah tanya langsung kepada pemilik dan mereka nyatakan tidak,” ujarnya.
Evi mengatakan ada ketakutan pedagang jika ada laporan pengalihan pemilik atau diperjual belikan sehingga Evi mencurigai sejumlah pedagang tak jujur.
Kendati demikian, laporan dugaan pungli ini masih memerlukan penyelidikan lebih jauh, pasalnya menurut regulasi lapak di kawasan Kanrerong itu tidak disewakan.
“Kami perlu laporan dan bukti, karena itu tidak boleh diperjual belikan, tentang kepemilikan itu sudah ada sejak sebelum saya dipindahkan kembali ke Dinkop yaitu bulan Desember 2018,” ucapnya.
“Banyak kios yang saya mau tertibkan, terutama pengguna yang lama tidak menjual di kios itu lagi,” sambungnya.
Evi menegaskan bahwa pihak UPTD selaku penanggung jawab Kanrerong harus mengusut tuntas oknum-oknum yang menyewakan kios tersebut.
Dari hasil laporan setidaknya ada sebanyak 220 kios di Kanrerong, dimana sebagian besar diantaranya dicurigai bermasalah, mulai dari penyewaan hingga adanya dugaan jual beli kios.
