Bea Cukai Makassar: Aturan Pengendalian IMEI Akan Basmi Black Market di Indonesia

Bea Cukai Makassar saat menyampaikan aturan pengendalian IMEI di Gammara Hotel, Selasa (08/12/2020).

Makassar, Karebaindonesia.id — Pemerintah resmi menerapkan aturan pengendalian International Mobile Equipment Identity (IMEI) per tanggal 18 April 2020.

Adapun aturan yang mengatur mengenai validasi IMEI tertuang pada Peraturan Menteri Perindustrian Nomor 29 tahun 2019 tentang Sistem Basis Data Identitas Perangkat Telekomunikasi Bergerak serta Peraturan Menteri Komunikasi dan Informatika No. 1 tahun 2020 tentang Pengendalian Alat dan/atau Perangkat Telekomunikasi yang Tersambung ke Jaringan Bergerak Seluler Melalui Identifikasi IMEI.

Sejalan dengan hal tersebut Bea dan Cukai mengeluarkan Peraturan Direktur Jenderal Bea dan Cukai Nomor PER-05/BC/2020 serta Surat Edaran Direktur Jenderal Bea dan Cukai Nomor SE-12/BC/2020 tentang Pengendalian IMEI.

Satria Yudhatama, Kepala Seksi Penyuluhan dan Pelayanan Informasi Bea Cukai Makassar mengatakan, penetapan aturan ini bertujuan untuk menekan penggunaan ponsel ilegal di Indonesia yang berpotensi menimbulkan kerugian bagi negara dan masyarakat serta meningkatkan kepatuhan di bidang perpajakan yang dapat meningkatkan tax base.

Satria juga menjelaskan terkait perangkat yang dikendalikan berupa handphone, komputer, dan tablet (HKT).

Peraturan ini mulai diberlakukan tanggal 18 April 2020 maka terhadap HKT ilegal dalam artian yang masuk setelah 18 April 2020 dan belum didaftarkan maka akan diblokir.

“Sejauh ini sudah ada 15 perangkat yang kami daftarkan,” sebut Satria Yudhatama di Gammara Hotel, Selasa (08/12/2020).

Guna mengetahui status IMEI, dapat di cek pada https://imei.kemenperin.go.id atau melalui *#060#, terhadap HKT dari luar negeri pendaftaran IMEI dilakukan dengan mekanisme Impor Umum, Hand Carry, Barang kiriman dan FTA.

Sementara itu, Eko Budiono, Kepala Seksi PKC VI Bea Cukai Makassar, menjelaskan mekanisme pendaftaran IMEI terhadap barang bawaan penumpang dapat diakses melalui Aplikasi Mobile Bea Cukai.

“Mekanisme pendaftaran IMEI terhadap barang bawaan penumpang dapat memasukkan identitas dan data pada aplikasi Mobile Bea Cukai yang dapat di unduh melalui playstore serta di website Bea Cukai melalui laman www.beacukai.go.id,” kata Eko sapaan Akrabnya.

Lebih lanjut, setelah melengkapi dan mengirimkan data pendaftar akan mendapatkan barcode, terhadap barcode tersebut di perlihatkan pada pejabat Bea Cukai saat kedantangan di Bandara.

Pejabat Bea Cukai akan melakukan verifikasi dan approve, terbit billing kemudian pendaftar menyetorkan BM dan PDRI hingga selesai.

Pungutan dikenakan berkaitan dengan penyelesaian Kepabeanan atas importasi HKT tersebut untuk barang bawaan penumpang diberikan fasilitas pembebasan sebesar 500 USD per penumpang.

“Atas kelebihannya akan dikenaan pungutan Bea Masuk dan Pajak Impor yang terdiri dari Bea Masuk 10%, Ppn 10%, Pph 10% kalau ada NPWP, sedangkan jika tidak punya maka kena 20%,” ujar Eko Budiono kepada Karebaindonesia.id.

Jika lupa mendaftarkan IMEI setelah terlanjur keluar Bandara maka IMEI tetap dapat di daftarkan diseluruh Kantor Pabean, dengan melampirkan paspor, tiket, dan boarding pass, maksimal 2 unit.

Adapun batas waktu daftar maksimal 60 hari setelah kedatangan, pendaftar kemudian membayar BM dan PDRI atas billing yang terbit, terhadap metode ini tidak mendapatkan pembebasan 500 USD.

Selanjutnya, untuk wisatawan asing yang memasuki wilayah Indonesia dalam batas waktu dan hendak menggunakan jaringan telekomunikasi Indonesia, diberikan fasilitas dengan langsung mendatangi gerai operator untuk mendapatkan akses 90 hari.

Sedangkan mekanisme pendaftaran IMEI Barang Kiriman penyelenggara pos mewakili pemilik barang mengisi on + data IMEI dan sending ke Ceisa maksimal 2 unit, terhadap HKT tersebut dilakukan pemeriksaan fisik, perekaman IMEI dan approve oleh Pejabat Bea Cukai, SIINas dan selesai.

Adapun resiko yang akan didapatkan jika tidak mendaftarkan IMEI di Bea Cukai terdekat maka tidak akan dapat menggunakan HKT yang dimiliki dikarenakan IMEI yang dimiliki tidak terdaftar di Bea Cukai.
