Kita yang Harus Waspada dengan Politik Identitas di Pilkada

Karebaindonesia.id – Di ruang-ruang sosial media ataupun meja warung kopi momentum pilkada sudah semakin “hangat” dibicarakan. Pasca tahapan pendaftaran masing-masing calon pemimpin daerah via partai politik, beberapa kelompok massa sudah mendeklarasikan masing-masing dukungannya ke kandidat tertentu. Isu-isu yang “digoreng” pun mulai semakin liar dan tidak memberikan edukasi politik yang baik kepada masyarakat.

Sebelum saya memberikan pandangan lebih jauh, saya harus menyatakan bahwa posisi saya menuangkan isi kepala ini, tidak dalam kondisi memihak pada kandidat tertentu, tapi sebuah edukasi yang harus kita masukkan di kepala kita masing-masing agar kita benar-benar mampu menjadi pemilih yang bijak dan berkualitas dengan tidak terbawa pada arus kampanye yang negatif yang dimainkan oleh oknum-oknum tertentu.

Pada setiap momentum pemilihan kepala daerah, di belahan bumi Indonesia manapun, selalu saja kita menemukan skenario yang memunculkan polemik tentang keaslian daerah figur, warna kulit, bahkan sampai pada keyakinannya. Tentu, alam demokrasi yang kita anut bersama hari ini tidak mempertentangkan hal-hal tersebut sebagai bagian dari kebhinnekaan yang telah menjadi fitrah kita bersosial-politik di bumi nusantara ini.

Tentu, setiap warga menginginkan pemimpinnya yang benar-benar mampu memahami keinginan yang dipimpinnya. Sederhananya, yang dibutuhkan adalah figur yang berkualitas dan berintegritas. Pada berbagai lembaga survey, yang selalu menjadi peringkat atas terhadap kriteria atau karakter calon pemimpin yang diinginkan masyarakat adalah perhatian kepada rakyat dan jujur atau berintegritas . Terjemahan atas narasi perhatian pada rakyat dan integritas akan terlihat pada isi kepala atau gagasan serta rekam jejak figur tersebut. Baik kontribusi ataupun karir politiknya dalam membangun daerah itu sendiri atau daerah lain. Sehingga menjadi tolak ukur kepada masyarakat sebagai preferensi atau proyeksi figur tersebut dalam membangun daerah yang akan dipimpinnya selama 5 atau 10 tahun ke depan dalam rangka memenuhi “perhatian” rakyat atas dasar kebutuhan rakyat, bukan keinginan kandidat.

Jika berkiblat pada pandangan Mosca (2007) bahwa menjadi seorang pemimpin diperlukan kecakapan untuk bisa memimpin dan menjalankan kontrol politik dan pergantian elite apabila elite yang berkuasa tidak mampu memberikan layanan yang diperlukan oleh massa, atau layanan yang diberikan dianggap tidak bernilai lagi atau terjadi perubahan pada kekuatan-kekuatan sosial yang ada dalam masyarakat, maka perubahan merupakan sesuatu hal yang tidak dapat dihindarkan. Maka, sudah linear antara realitas dan teori bahwa gagasan kuat akan perubahan masyarakat ke arah yang lebih baik. Jadi, apapun latar belakang identitas itu, tidak menjadi soal selama mampu memiliki misi yang visioner sebagai cita-citanya dalam pengabdian untuk daerah.

Namun, pada realitas drama politik yang terjadi di setiap perhelatan pilkada ini, selalu saja tercipta isu politik identitas sebagai “senjata” kampanye dalam merasuki pilihan-pilihan masyarakat. Politik identitas merupakan konsep baru dalam kajian ilmu politik, pertama kali disimposiumkan pada Asosiasi Ilmuwan Politik Internasional di Wina tahun 1994 yang menghasilkan konsepsi tentang dasar-dasar praktek politik identitas dan menjadikannya sebagai kajian dalam bidang ilmu politik. Agnes Heller dalam Ubed Abdillah (2002) mengasumsikan politik identitas sebagai politik yang memfokuskan pembedaan sebagai kategori utamanya yang menjanjikan kebebasan dan toleransi walaupun memunculkan pola-pola intoleransi, kekerasan, dan pertentangan etnis. Politik identitas merupakan proses kegagalan modernitas dalam memenuhi janjinya. Spesifikasi politik identitas ini yang selalu hadir adalah narasi-narasi tentang etnis ataupun originalitas kedaerahan figur, atau dengan kata lain branding “Putera Daerah”. Sementara secara ilmiah, narasi ini tidak perlulah muncul dalam perhelatan tersebut. Mubazir! Narasi ini dikhawatirkan akan menimbulkan pemikiran dan perilaku primordial serta meninggalkan esensi demokrasi dan Bhineka Tunggal Ika yang seutuhnya.

Dr. Muhadam Labolo pernah mengatakan, “seorang sahabat saya yang kecanduan sepak bola sejak Timnas Indonesia mengalahkan Philipina bertanya sambil bergurau, ‘apakah kandidat Kepala Daerah ke depan tidak dapat direkrut sebagaimana timnas melakukan naturalisasi pada Irfan Bachdim dan Christian Gonzales?’” Naturalisasi yang dimaksud bukan merekrut warga asing yang menjadi Kepala Daerah di Indonesia melainkan memilih kandidat calon kepala daerah, dimana calon kandidat tersebut bukan putra asli daerah tetapi berasal dari luar daerah pemilihan tersebut, dengan catatan sudah khatam segala hulu hilir daerah tersebut. Ibarat pemain bola naturalisasi, dia mempunyai kecakapan yang bagus dan tetap mencintai serta mengharumkan Timnas yang dibelanya.

Dari sudut pandang literatur, Samuel Huntington menyebut ada tiga kategori tentang putra daerah. Pertama, putra daerah genealogis atau biologis, yaitu seseorang yang dilahirkan didaerah tersebut, kategori ini dibagi lagi menjadi dua, yaitu seseorang yang dilahirkan di daerah tersebut karena orangtua, baik salah satu atau keduanya yang juga berasal dari daerah tersebut atau juga seseorang yang dilahirkan di daerah tersebut tetapi orangtuanya bukan berasal dari daerah yang bersangkutan. Kedua, putra daerah pragmatis, yaitu seseorang yang lahir di daerah tertentu dan berhubungan dengan daerahnya hanya untuk mengambil keuntungan bagi dirinya sendiri secara pragmatis. Contohnya, menjadi anggota legislatif mewakili daerah asal padahal sebelumnya tidak memiliki kiprah politik di daerah tersebut. Ketiga, putra daerah sosiologis, yaitu seseorang yang tidak lahir di daerah tersebut tapi di dalam kurun waktu yang lama sudah hidup, tumbuh, berkembang dan berintegrasi dengan masyarakat dimana ia tinggal sehingga ia telah menginternalisasi identitas dan karakter mayarakat, membangun ikatan emosional dengan masyarakat, serta menjadi bagian dari masyarakat setempat.

Berdasarkan beberapa kategori tersebut maka sudah tidak relevan lagi jika kita masih memunculkan isu putra daerah dan bukan putra daerah dalam pemilihan umum kepala daerah, karena dikotomi putra daerah dan bukan putra daerah justru hanya akan merusak bangunan demokrasi dan tatanan kehidupan kita sebagai sebuah bangsa dalam wadah Negara Kesatuan Republik Indonesia. Jika isu ini selalu dihembuskan, maka akan berdampak pada tiga hal, sebagai berikut:

1. Munculnya kembali semangat primordialisme, yaitu rasa kesukuan yang berlebihan. Memandang orang per-orang dari latar belakang kesukuannya, sehingga dalam melihat persoalan selalu menggunakan perspektif dan nilai ajaran sukunya sendiri secara sempit dan manipulatif. Bangkitnya primordialisme akan mengancam kerukunan dan integritas masyarakat secara luas. Akan muncul rasa tidak senang, cemburu, curiga, yang mengarah pada kebencian dan penolakan terhadap orang lain yang diidentifikasi bukan bagian dari kelompoknya.

2. Ancaman terhadap nasionalisme dan persatuan bangsa. Isu putra daerah merupakan bentuk perongrongan secara laten terhadap nilai-nilai dan semangat nasionalisme, serta proses integrasi bangsa. Hal ini juga mengandung makna adanya pengkhianatan terhadap Bhinneka Tunggal Ika, sebagai semboyan dan roh dari Negara Kesatuan Republik Indonesia. Jika ini dibiarkan, maka bangsa ini akan mundur dan berkeping-keping persis ketika kolonialisme menjajah bumi pertiwi tercinta ini.

3. Mencederai substansi demokrasi. Demokrasi memberikan hak yang sama bagi setiap orang untuk memilih dan dipilih dalam aktivitas politik, baik itu pemilihan bupati, walikota, gubernur, presiden maupun anggota legislatif. Menghembuskan isu putra daerah berarti menghalang-halangi, sekaligus menghilangkan kesempatan seseorang untuk turut berkompetisi secara fair dalam setiap aktivitas politik.

Secara literatur politik, telah detail menjabarkan bahwa spesifikasi identitas kedaerahan dalam sebuah perhelatan pilkada, kita telah menemukan terjemahan putera daerah dalam politik yang telah merangkul secara keseluruhan. Narasi ini juga hanya akan menimbulkan kerawanan konfrontasi berlebihan yang bermuara pada kekerasan verbal maupun fisik antar masyarakat. Tentu hal ini menjadi kandungan yang tidak “sehat” yang dikonsumsi masyarakat.

Mengadopsi isi kepala Huntington (2006), diskusi tentang putra daerah versus bukan putra daerah boleh jadi penting, tetapi bukan segalanya. Menurutnya, soal putra daerah atau bukan sebetulnya perkara sekunder belaka. Sementara yang lebih primer adalah kelayakan kepemimpinan sang kandidat. Pemilih yang hanya menimbang “keaslian darah” sang kandidat berarti menjebak diri menjadi “pemilih primordial”. Mereka belum menjadi “pemilih rasional-kalkulatif,” yang menimbang perkara putra daerah dalam kaitan dengan kualitas kelayakan kepemimpinan sang kandidat. Pemilih rasional-kalkulatif, sambil menimbang asal daerah kandidat, mempersoalkan seberapa jauh sang kandidat terbukti memiliki pemahaman, pengetahuan dan empati yang layak terhadap persoalan-persoalan daerah. Seberapa realistis dan menjanjikan rancangan program dan kebijakan-kebijakan yang ditawarkannya, seberapa jauh pula ia bisa dipercaya, terutama dikaitkan dengan rekam jejak karier politik dan ekonominya, adakah jejak korupsi (politik dan/atau ekonomi) dalam karier itu yang saat ini merajela di dunia perpolitikan, seberapa besar kemauan dan komitmen sang kandidat untuk bekerja keras dan mewakafkan seluruh waktunya sebagai pemimpin daerah, ataupun seberapa mampu ia membangun kepemimpinan kolektif yang profesional, kompeten, dan berintegritas. Hal-hal tersebut yang seharusnya lebih dipertimbangkan untuk memilih pemimpin yang lebih profesional dibandingkan hanya bermodalkan tanah kelahiran.

Olehnya, mendekati tahapan kampanye terbuka pilkada ini, siapapun kita, baik sebagai kandidat ataupun pendukungnya. Kitalah sebagai edukator politik kepada para pemilih. Bahwa pilkada bukan hanya soal dukung mendukung, tapi ada nilai yang harus ditularkan kepada generasi selanjutnya dan akan mengakar hingga ke akar rumput. Momentum pilkada hanya lima tahunan sekali, sementara nation itu harus terus ada di dalam nadi masyarakat. Sebaiknya para kandidat menjual “isi kepala” kepada pemilih. Mereka dituntun untuk memilih atas dasar nilai dan jualan kandidat dalam pemenuhan hak-hak dasar sandang pangan. Kita tinggalkan politik identitas sebagai lemparan, tapi gagasanlah yang menjadi pertarungan dalam memikat pilhan khalayak di TPS. Selamat Bertarung dengan akal![]
