OPINI: Serangan Fajar Melukai Demokrasi Kita

Karebaindonesia.id – Sudah menjadi hal lumrah bagi masyarakat kita tentang serangan fajar (money politik). Biasanya beberapa hari sebelum pemilihan umum kepala daerah, tim pemenangan dari masing-masing pasangan calon kepala daerah gencar-gencarnya membagikan serangan fajar. Masyarakat menengah bawah yang memiliki hak pilih menjadi sasaran utama mereka.

Serangan fajar menjadi istilah yang kerap kali digunakan untuk menyebut bentuk politik uang. Dalam rangka membeli suara yang dilakukan oleh tim pemenangan calon yang bakal menduduki kursi kepemimpinan politik. Serangan fajar menjadi pelatuk setiap kandidat untuk meraup suara sebanyak-banyaknya. Tidak heran banyak kandidat yang terpilih karena melakukan praktek perjudian tersebut.

Ironi memang, estafet kepemimpinan lima tahun kedepan dijual dengan selembar uang seratus ribu rupiah. Hal tersebut dinilai mencederai demokrasi di negeri kita, Indonesia. Serangan fajar merupakan bentuk kasus suap di era demokrasi sekarang ini. Tentunya bertentangan dengan UU KUHP pasal 149 ayat (1) dan (2).

Ayat (1) berbunyi, “Barang siapa pada waktu diadakan pemilihan berdasarkan aturan-aturan umum, dengan memberi atau menjanjikan sesuatu, menyuap seseorang supaya tidak memakai hak itu menurut cara tertentu, diancam dengan pidana penjara paling lama Sembilan bulan atau pidana denda paling besar empat ribu lima ratus rupiah.” Sedangkan ayat (2) berbunyi, “Pidana yang sama diterapkan kepada pemilih, yang dengan menerima pemberian atau janji, mau disuap.”

Adanya undang-undang tersebut, saya menilai belum mampu memberi efek jerah bagi pegiat politik uang. Apalagi untuk daerah-daerah terpencil yang notabene masyarakatnya melek demokrasi. Bahkan di beberapa kasus sering terjadi politik mempolitiki antara tim sukses dengan masyarakat. Bahkan ada kalangan masyrakat yang mempropagandakan bahasa seperti, “ambil uangnya, jangan coblos orangnya.” Fenomena seperti itu harusnya menjadi pertimbangan para kandidat untuk tidak melakukan politik uang.

Maraknya serangan fajar, peran Badan Pengawas Pemilu (Bawaslu) sangat dibutuhkan untuk meminamalisir bila perlu penghapusan sistem tersebut. Sayangnya pada pemilihan umum selama ini, badan pengawas pemilu terkesan bermasa bodoh terhadap praktik politik uang. Berdampak pada masyarakat yang kurang memahami bahwa praktik tersebut tidaklah dibenarkan UU.

Serangan fajar adalah bentuk penindasan dan pemaksaan secara halus. Setiap wilayah butuh pemimpin yang lahir dari hati nurani rakyat. Bukan pemimpin yang lahir dari serangan fajar. Saya menilai serangan fajar kerap terjadi karena ambisi besar para kandidat untuk ingin menjadi orang nomor satu disuatu wilayah. Segala cara dihalalkan demi memenuhi ambisi mereka. Alhasil melahirkan pemimpin-pemimpin yang tidak sesuai dengan harapan masyarakat umum.

Pilkada serentak tahun ini yang akan berlangsung 9 Desember 2020 mendatang, harusnya menjadi momentum kesadaran masyrakat untuk menghindari politik praktik uang. Sudah saatnya demokrasi Indonesia bersih, jujur dan adil, demi lahirnya pemimpin-pemimpin yang sesuai dengan keinginan masyrakat banyak. Pemimpin yang berdedikasi tinggi terhadap masyarakat, untuk kemajuan daerah yang dipimpinnya.[]
