Penguasa Kaya, Rakyat Melarat, Adilkah?

karebaindonesia.id – Sudah terhitung hampir dua tahun suasana pandemi masih menyelimuti bumi pertiwi, bahkan kasusnya kembali melonjak. Tidak hanya di negeri ini, namun di beberapa negara yang dulunya telah mengabarkan bebas dari virus pun kembali berduka.

Jutaan rakyat yang terdampak pandemi kesulitan untuk bertahan. Angka kemiskinan yang memperparah jumlah kelaparan terus bertambah seperti tak terkendali. Bisnis semakin lesu. Sementara itu, bansos kabarnya seakan ditelan bumi bahkan mirisnya dikorupsi.

Namun agaknya kondisi ini tidak berlaku bagi para pejabat negara yang diberitakan bahwa sebanyak 70,3 persen harta kekayaannya naik selama setahun terakhir di masa pandemi Covid-19 lagi. Kenaikan paling banyak terlihat pada harta kekayaan pejabat di instansi kementerian dan DPR, angkanya mencapai lebih dari Rp1 miliar. Sedangkan, di tingkat legislatif dan eksekutif daerah, penambahannya masih di bawah Rp1 miliar (CNN Indonesia, 7/9/21).

Berbanding terbalik dengan berita lain yang mengabarkan bahwa lebih dari 70 persen rumah tangga mengaku ekonominya memburuk. Sungguh, 70 persen yang meresahkan, dengan dua konteks yang berlawanan dari aktor berbeda pula. Rakyat dan wakil rakyat.

Hal tersebut membuahkan kecurigaan rakyat, merefleksikan definisi real dari perwakilan rakyat Indonesia yang bahkan diibaratkan mewakili kekayaan rakyatnya. Salah satu anggota Komisi Pemberantasan Korupsi (KPK) mengatakan bahwa kenaikan tersebut bukanlah dosa, selama masih dalam statistik yang wajar.

Kenaikan harta kekayaan, kata dia, tak menunjukkan seorang pejabat adalah koruptor. Sebab boleh jadi, kenaikan tersebut karena ada apresiasi nilai aset. Selain itu, dia menerangkan, ada beberapa sebab lain harta kekayaan seorang pejabat naik. Antara lain, penambahan aset, penjualan aset, pelunasan pinjaman hingga harta yang baru dilaporkan.

Bukan hal yang aneh jika rakyat menaruh kecurigaan bahkan sebagian kalangan akhirnya menjadikan apa yang mereka lakukan sebagai guyonan dan cibiran. Ketika menghadapi bencana wabah seperti saat ini, tentu perbincangan masyarakat tertuju pada para penguasa dalam menangani pandemi dengan setengah hati, bahkan banyak lagi perilaku yang tidak selayaknya dilakukan oleh pejabat negara.

Di sisi lain, rakyat pun harus bekerja mati-matian untuk menghidupi keluarganya. Mereka selalu merasakan kehidupan yang serba sulit dan dipaksa menyelesaikan sendiri permasalahan yang dihadapi. Tunjangan yang diharapkan mampu membangkitkan kondisi pun tidak ada, entah salah sasaran atau bahkan tidak diupayakan, sementara mereka juga diharuskan tinggal di rumah saja.

Penguasa seharusnya memprioritaskan kepentingan rakyat dibandingkan kepentingannya sendiri, bahkan kalau perlu kesejahteraan rakyat lebih dipentingkan jika berbenturan dengan kepentingan pribadipun. Kenaikan harta yang luar biasa oleh wakil rakyat diikuti penurunan tingkat ekonomi rakyatnya bukanlah suatu hal wajar dan dapat dimaklumi dalam kehidupan bernegara.

Rakyat butuh pemimpin yang memahami kondisi rakyat, mau “puasa” demi rakyat, tidak berfoya-foya di atas penderitaan rakyatnya. Jika pemimpinnya enggan melakukan itu maka mereka seperti merampas harta dari orang-orang tidak berdaya.

Menilik kondisi saat ini, rakyat benar-benar merindukan sosok pemimpin yang bisa menjaga dan mengayomi mereka. Sebutlah sosok pemimpin seperti Khalifah Umar bin Khaththab ra. yang sangat memahami dan peka terhadap rakyatnya. Beliau selalu siaga memastikan kondisi semua warganya, jangan sampai ada yang tidak terpenuhi kebutuhannya apalagi sampai kelaparan.

Pada suatu riwayat digambarkan kemuliaan Khalifah Umar. Pada saat itu, kondisi paceklik melanda. Khalifah menunjukkan kemuliaannya sebagai sosok pemimpin yang rela menundukkan keinginannya untuk tidak makan daging dan hanya makan roti karena pada saat itu kondisi rakyatnya sedang memprihatinkan. Bahkan beberapa pemimpin terdahulu sering menangis dan mengadu kepada Allah di malam hari karena tanggung jawab besar mereka yang mereka pikul, mereka sadar betul apa makna dan konsekuensi dari sebuah amanah yang bernama pemimpin.

Begitu pula sosok Khalifah Umar bin Abdul Aziz yang selama kurang lebih tiga tahun masa pemerintahannya, kemakmuran terjadi secara merata. Beliau adalah sosok pemimpin yang menyadari betul akan kekuasaan yang dititipkannya adalah amanah Allah untuk menjadikan kesejahteraan rakyat sebagai prioritas.

Khalifah Umar bin Abdul Aziz sangat takut untuk menyalahgunakan hak rakyat, bahkan untuk menggunakan lampu yang merupakan milik kaum muslimin. Harta kekayaannya pun berkurang sejak menjadi seorang pemimpin karena tak berniat menumpuk harta untuk kepentingan pribadi, namun justru diserahkan untuk kas negara.

Hendaklah pemimpin saat ini bercermin pada sosok Umar bin Khathtab ra. dan Umar bin Abdul Aziz. Seorang pemimpin yang mengayomi rakyatnya. Seorang pemimpin yang menjadi pelindung bagi rakyat dan orang-orang yang dipimpinnya. Bertanggung jawab atas nasib rakyatnya dan memberikan jaminan atas semua kebutuhan mereka.

Kepemimpinan seperti itu mustahil didapatkan di luar kepemimpinan Islam. Kepemimpinan selain Islam akan membuka peluang bagi penguasa untuk menyisihkan rakyat sebagai prioritas dan menggantikannya dengan kepentingan-kepentingan pribadi atau kelompok. Sistem selain Islam akan melahirkan pemimpin yang tidak melihat kesejahteraan rakyat sebagai tujuan, namun bagaimana memanfaatkan sebaik-baiknya posisi tersebut untuk mendapat keuntungan sebesar-besarnya.
